RGB-to-PMS matching is an approximation:

RGB is an additive color model. It's based on light. Pantone is a subtractive color model, based on physical, pre-mixed inks. The RGB value to a Pantone color is essentially looking at the digital RGB color and finding the closest available match from the thousands of pre-mixed Pantone swatches.
